Open Spaces Committee Agenda 10 July 2018

A meeting of the OPEN SPACES COMMITTEE will take place on Tuesday 10 July 2018 in the Council Chamber, Council Offices, North Street, Ilminster at 8.00pm.

The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Council. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Town Clerk before the meeting so that the session can be programmed effectively.

Public participation is not part of the formal meeting of the Council however a note will be made of matters raised and recorded at the start of the minutes of the meeting.

The Agenda for the meeting is given below. Please contact the Town Council Office if you would like a copy of any of the reports.

Committee members are asked to arrive at the Council Chamber for 7.30pm, as the Chair will be facilitating a briefing on Open Spaces matters to give newer committee members useful, background information regarding ongoing topics and potential projects.

OPEN SPACES AGENDA

1.         Apologies for Absence.

To receive apologies for absence from Councillors unable to attend the meeting.

2.         Declarations of Interest.

To receive any declarations from Councillors and Officers of interests in respect of matters to be considered at this meeting, together with an appropriate statement regarding the nature of interest.

3.         Minutes.

a) To confirm the minutes of the meeting held on 26 June 2018 as a correct record.

b) To consider the action list relating to the Open Spaces committee.

4.         Police Report.

This agenda item provided an opportunity for the Police to report on any matters relevant to policing in Ilminster.

5.         Open Spaces Team Report.

To receive the report from the Open Spaces Team about recent open spaces activities in Ilminster.  (To follow)

6.         Financial Monitoring.

To receive information about the Open Spaces Committee, income, expenditure and

commitments compared with the 2017/18 budget.

7.         Herne Hill Management Plan.

To consider changes to the Herne Hill Management Plan so that it can be used as part   of the application to designate Herne Hill as a Nature Reserve.

8.         Grass cutting equipment.

To discuss an overall strategy for the procurement and replacement of grass cutting equipment, including purchases that maybe required in this financial year.

9.         Open Spaces Volunteers and Support to Other Organisations.

Following on from the discussions at the 26 June meeting to consider:

(i)            The types of open spaces activities where volunteers can make a positive contribution

(ii)          the support e.g. loan of equipment, carrying out extra grounds maintenance tasks, that is given to other organisations

10.      Report From Task & Finish Group.

To receive a report from the task and finish group who have been charged with the task of identifying learning from the recent experience when an equipment failure led to a significant reduction in grounds maintenance capability, especially where such learning may help the handling of future similar situations.
