Neighbourhood Plan with Inspector’s Amendments – May 2025

The Ilminster Neighbourhood Plan (INP) is a framework developed by the Neighbourhood Plan Development Group for guiding the future development and growth of Ilminster. It is a positive and constructive document intended to outline the use of land, what new buildings should look like, protecting local green spaces as well as guiding and shaping development with no site allocation.

The inspector’s amendments have now been included in the INP and if these final documents are agreed and signed off by Members, it will then be sent to Somerset Council who will start to arrange a public referendum for all Ilminster residents to either accept or reject the plan.

The INP is important as, if accepted, it will attract an increased Community Infrastructure Levy (CIL) contribution to the town to provide better local facilities and meet the needs of our growing community.

A proportion of CIL is given to Town Councils as set out in Regulation 59 of the CIL Regulations. For areas where there is no Neighbourhood Plan in place, 15% of CIL receipts from development within that area are given up to a maximum of £100 per Council tax dwelling per annum. This rises to 25% where a Neighbourhood Plan is in place.

There are eight documents in total, four include the Ilminster Neighbourhood Plan and Appendices. The other four documents do not form part of the INP but should be read in conjunction with the INP to show how we came to some of our decisions. Somerset Council will need sign off on all eight documents.
