Open Spaces Committee Agenda 9 July 2019

A meeting of the OPEN SPACES COMMITTEE will take place on Tuesday 9 July 2019 in the Council Chamber, Council Offices, North Street, Ilminster at 19:30hrs

The public are welcome to attend this meeting. Members of the public are invited to ask questions or raise issues relevant to the work of the Council. The overall time available for this session is restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Town Clerk before the meeting so that the session can be programmed effectively.

Public participation is not part of the formal meeting of the Council however a note will be made of matters raised and recorded at the start of the minutes of the meeting.

AGENDA

  1. Apologies for Absence

To receive apologies for absence from Councillors unable to attend the meeting.

  1. Declarations of Interest

To receive any declarations from Councillors and Officers of interests in respect of             matters to be considered at this meeting, together with an appropriate statement regarding the nature of the interest.

  1. Minutes
    a) To confirm the minutes of the meeting held on 12 March 2019 as a correct record.
    b) To consider the office Action Plan relating to the Town Council Meetings.

 4. Police Report
This agenda item provides an opportunity for the Police to report on any matters relevant to policing in Ilminster.

  1. Financial Monitoring
    To receive information about the Open Spaces Committee income, expenditure and commitments, compared to the 2019/20 budget
  2. Rec Users Group
        To receive a report from the Rec users group held on 20 March 2019

 8. Grounds Team Report
To receive a report on recent Grounds Team work.

9. Wharf Lane Recreation Ground Play Area Refurbishment Module 1 – Skatepark
To consider the quotations for the planting and step trail around the skatepark area

10.Canal
To consider the Town Council’s position regarding a project to “dredge” the Canal and the related issues of access and silt disposal

 11. Archie Gooch Car Park
            To consider the impact of the car park surface on the canal.

12 Britten’s Field Access
To consider

  • The possibility of installing drop down kerbs at the access to the Rec and Britten’s Field from the Archie Gooch Car Park
  • To consider the installation of path from the Archie Gooch car park alongside the football pitch and canal hedge as the second element of implementing the footpaths on the Rec and Britten’s Field (the first having been from The Tony Rice Shed to Canal Way)

13.Netball Court Provision
To consider q request to have a netball court marked out on an existing tennis court and giving permission for a local netball club to use the court on a regular basis.

14 Greening of Ilminster
To consider

  • If the Town Council supports the principles of creating wildflower verges or areas where practicable in Ilminster, secondly to create communal vegetable “plots” around the town where town’s people can both plant and pick free of charge.
  • If the Town Council has any suitable sites for creating wildflower areas or communal vegetable “plots” around the town where town’s people can both plant and pick free of charge.
  • How the Town Council may work with community groups to create wildflower areas or communal vegetable plots

 

15.  Cemetery Grass Cutting

To consider continuing the current outsourcing of grass cutting at the cemetery to South Somerset District Council until 31 March 2020.

16.  Memorial Safety Testing

To consider placing an order with South Somerset District Council for memorial testing in Ilminster Cemetery.

17. Cemetery Tree Inspection

To consider placing an order with South Somerset District Council to conduct a tree inspection of trees in Ilminster Cemetery with a view to developing a tree work and maintenance schedule. (To Follow)

18. Cemetery Initiatives

(i) To consider whether or not the Town Council supports the principle of establishing a memorial plant bed within the cemetery

(ii) To consider whether or not the Town Council supports the principle of having a columbaria within the cemetery

If there is support in principle for the initiatives in (i) and / or (ii) above work will be done regarding costings and timescales and reported to a future committee.

19. Grounds Maintenance Equipment

(i) Stiga Ride-On Mower

  1. a) To consider whether the Stiga ride-on mower should be repaired or disposed of.
  2. b) If the decision at a) is to dispose of the stiga, to consider if a replacement machine is to be purchased and if it is to make a recommendation to Council regarding the replacement make / model and amount of anticipated expenditure

(ii) Buggy

To receive information on recent repairs to the buggy and the Grounds Manager’s research into replacement vehicles and likely costs.
