Planning, Highways & Transport Committee Meeting – 4 December 2018

A meeting of the PLANNING, HIGHWAYS & TRANSPORT COMMITTEE will be held on Tuesday, 4 December 2018. The meeting will be held in the Council Chamber, Council Offices, North Street, Ilminster starting at 7.30pm.

The public are welcome to attend this meeting. Members of the public are invited to ask Questions or raise issues relevant to the work of the Council. The overall time available for speakers are restricted to 15 minutes unless the Chair decides otherwise. Individual speakers are restricted to 3 minutes and are asked not to repeat points that have been made previously. It is helpful if potential contributors can make themselves known to the Town Clerk before the meeting so that the session can be programmed effectively. Public participation is not part of the formal meeting of the Council however a note will be made of matters raised and recorded at the start of the minutes of the meeting.

Please note that the Town Council is a Statutory Consultee for Planning applications and as such does not make the final decision on any application. Any decisions and comments this Committee makes will be fed into the planning process and added to the report by the Planning Officer. South Somerset District Council is the Planning Authority and will issue the final decision notice (Planning Determination) once their investigations into the application, consultation period and decision making process has been completed.

The business to be transacted at the meeting is outlined on the Agenda below. Any reports listed as “to follow” will be made available as soon as possible, and in any event at least 30 minutes before the start of the meeting.

be considered at this meeting, together with an appropriate statement regarding the nature of

3 Minutes
a) To confirm the minutes of the meeting held on 6 November 2018 as a correct record.

4 Police Report
This agenda item provides an opportunity for the Police to report on any matters relevant to
policing in Ilminster.
5 Planning Applications
The Committee is asked to consider the following applications and agree their comments and
recommendations to be forwarded to South Somerset District Council:
a) Application No. 18/03454/OUT – Land Adj Winterhay Lane Farm, The Beacon, Ilminster,
TA19 9AH
Outline application for the erection of two dwellings with garaging.
b) Application No. 18/03408/LBC – 21 High Street, Ilminster, TA19 9AW
Conversion of attic to form additional bedroom including 1 No. roof-light (revised application).
c) Application No. 18/02270/OUT – 7 Greenway, Dowlish Ford, Ilminster, TA19 0PJ
Outline application for the erection of 2 new dwellings with associated access.
d) Application No. 18/02785/FUL – Quantock Court, Flat 1, East Street, Ilminster
The installation of replacement windows to front and rear.
e) Application No. 18/03093/FUL – 32 Ditton Street, Ilminster
Demolition of existing out-buildings and the erection of a two-story extension with single story
section at the rear to reinstate the existing flat and provide a new access to the first floor, car
parking and replacement storage including with additional domestic accommodation to
reinstated flat.
f) Application No. 18/03505/TCA – 37 New Road, Ilminster, TA19 9AF
Application to carry out tree works within a conservation area.
g) Application No. 18/02800/COL – 3 Hill View Terrace, Ilminster, TA19 9AL
Application for a Lawful Development Certificate for the proposed replacement single storey
extension and widening of window opening at the ground floor rear elevation.
h) Application No. 18/02947/FUL – Land North of Long Orchard Hill, Kingstone, Ilminster
The formation of a new vehicular farm access (Retrospective)
Councillors were requested to send any comments direct to South Somerset District Council
regarding this application which is adjacent to Ilminster.
6 Planning Decisions made by SSDC

a) Application No. 18/02574/FUL – 19 East Street, Ilminster, TA19 0AJ
Replacement of timber rear door and window.
Application permitted with conditions.
7 Applications Withdrawn
Application No. 18/02705/FUL – Land off Ditton Street, Ilminster, TA19 0BQ
Demolition of an existing garage block and the erection of 4 No. town houses.
8. Parking
(i) Countywide Parking Review
Somerset County Council has given details of a county wide parking review (Attached)
(ii) Double Yellow Lines in Berryman’s Lane
At the 10 April 2018 Committee meeting a request was considered from a member of the
public for “extending the existing double yellow lines in Berryman’s Lane on the pavement
side” to alleviate access difficulties in and around the Court Barton and Berryman’s Lane
areas; the Committee resolved to review the situation in 1 year i.e. April 2019. The Town
Clerk has been advised that due to the countywide parking review unless a request is
made for yellow lines in the next couple of weeks no requests will be considered unless
they are made as part of the review.
9. Public Transport Provision
As a result of public transport provision being raised by members of the public at Council
and Committee meetings and the matter being discussed by Councillors, the Town Clerk
contacted Somerset County Council; a prompt response was received from the public
transport manager as follows
“I have attached timetables for public bus routes currently serving Ilminster. The
30 is operated by the Buses of Somerset and provides a link with Taunton and
Hatch Green operate the 624 which is a college route into Bridgwater. Somerset
County Council operate Service 9 between Donyatt – Ilminster – Crewkerne, as
well as the Ilminster Shuttle services S1/S2/S3, linking surrounding villages with
Ilminster. We also fund the Chard and Ilminster Slinky service. Since the
collapse of Nippy Bus, there is no direct link with Yeovil or Chard (except the
Slinky Bus).
In terms of subsidy, our funding is currently fully committed. We are very
shortly launching a public bus consultation to look at the future of bus service
funding within Somerset. We’ll be contacting all local councils directly, providing
details of the consultation.
Finally, I will ask my colleague Nick Margison to contact you regarding the setup
of community transport schemes.”

10. Budget 2019/20
To consider any items pertaining to the Committee’s responsibilities that it would like to be
considered for inclusion in the 2019/20 budget.
